Biography

Prof. Togan graduated from the Department of Economics at Middle East Technical University in Ankara, Turkey, in 1967. Thereafter he went to Johns Hopkins University in Baltimore, U.S.A. on a Fulbright fellowship, and received his Ph.D. degree in Economics from the same University in 1972. He has served as an assistant professor of economics at Texas A&M University, Middle East Technical University in Ankara, and at Clarkson University in New-York, U.S.A. During the period 1981-1982 he was a research fellow at Kiel Institute of World Economics at the University of Kiel in Germany. He was appointed as Professor and Dean of the Faculty of Economics, Social and Administrative Sciences of Bilkent University in 1987. As a professor at Bilkent he currently serves as the Director of the “Centre for International Economics”.

Prof. Togan has published in journals such as the Journal of International Economics, European Economic Review, Schweitzerische Zeitschrift fur Volkswirtschaft und Statistik, European Review of Agricultural Economics, Pakistan Development Review, Journal of Policy Modelling, Applied Economics, Weltwirtschaftliches Archiv, Journal of Economic Integration, and The World Economy. His books include: Foreign Trade Regime and Trade Liberalization in Turkey during the 1980’s published in 1994 by Avebury; The Economy of Turkey since Liberalization published in 1996 by Macmillan Press Ltd (co-editor V. N. Balasubramanyam); Turkey and Central and Eastern European Countries in Transition: Towards Membership of the EU published by Palgrave Macmillan Ltd. in 2001 (co-editor V. N. Balasubramanyam); Turkey: Economic Reform and Accession to the European Union published by the World Bank and Centre for Economic Policy Research (CEPR) in 2005 (co-editor Bernard Hoekman); Macroeconomic Policies for EU Accession published by Edward Elgar Publishing in 2007 (co-editors E. Başçı and J. von Hagen), and Economic Liberalization and Turkey published by Routledge 2010. His area of interest is International Economics.
